VISITORS ... WELCOME TO THE SDSU CAMPUS

If you are a visitor, please call or stop at University Police Department so we can make parking arrangements for you. We are located in the Family Resource Mgmt. Center (Sorenson Center) at the corner of Harvey Dunn and Medary Ave. Our phone number is 688-5117.

Visitor permits will be issued without charge by University Police Department. Vehicles bearing a visitor permit may be parked in any legal parking area not designated reserved. Visitors may use “H,” handicapped, parking spaces only if they display a County or State-issued Handicapped placard.

Visitor permits may be issued for a period up to five (5) business days and are valid for the date(s) indicated on the permit. Visitor permits must be completely filled out to be valid. Visitor permits will not be issued to individuals who are working for the University and are on the University payroll full-time or part-time. Visitor permits will not be issued to students enrolled in courses at SDSU.

If you are a visitor, and you are issued a parking ticket for having “No Marker”, please sign the ticket and drop it off at any department main office or mail to UPD, so all records of the ticket can be cleared. Students, faculty, and employees or persons on campus for the purpose of conducting business with the University cannot claim visitor status!

1. INTRODUCTION

1.1 General Information

1.1.1 Enforcement. University Police Department is responsible for the administration of these regulations.
1.1.1.1 These regulations are in effect throughout the year. Specific restrictions regarding parking and vehicular access may apply and are included herein.
1.1.1.2 All parking areas are identified by signage or on the enclosed map.
1.1.1.3 During emergencies or special situations, it may be necessary to temporarily suspend or otherwise modify these regulations. In times of such emergencies or special situations, directions will be given by the Physical Plant. If time permits, signage will be installed and public announcements will be made.
1.1.2 Disabled Vehicles. Assistance may be obtained by calling University Police Department at 688-5117, or 111 for emergencies. If the disabled motor vehicle impedes the flow of traffic or creates a hazard, University Police Department may have the vehicle towed.
1.1.3 Abandoned Vehicles. Vehicles abandoned on University property will be removed and impounded at the owner/operators expense.
1.1.4 Vehicle Storage. Storage of vehicles is not permitted on campus.
1.1.5 Liability for Damage. The University assumes no liability for damage to any vehicle, or for any injury to the operator, the occupant(s), or any other person.
1.1.6 Accidents. Vehicle related accidents that occur on campus must be reported to University Police Department immediately. It is recommended that the accident be reported before the vehicles are moved.
1.1.7 Comments. Comments should be submitted in writing to: Chairman, Parking and Traffic Committee, University Police Department, Box 2201, Brookings, SD 57007-1698.
1.1.8 Stalls with metered parking are for use by all vehicles whether a parking permit is displayed or not. The cost is twenty-five cents for 20 minutes. Meter parking will be enforced from 8 a.m. - 5 p.m. Monday - Friday.
1.1.9 Procedural Additions: Rules of a procedural nature having limited effect may be in addition to published rules and regulations. Procedural rules might decal with such things as media parking permits, service vehicle permits, contractor parking,etc.

1.2 Application

1.2.1 These regulations supersede all previous regulations and are subject to change without notice. Copies of these regulations are available at University Police Department located in the FRMC-Sorenson Center.
1.2.2 These regulations shall apply and be enforced on all University owned, leased, and supervised property and streets.
1.2.3 The use of a vehicle on campus is a privilege, not a right. Violation of this privilege is prejudicial to the common interests of all members of South Dakota State University. Violation may lead to the loss of the privilege.
1.2.4 Any vehicle parked on campus by an employee or student must be registered with the University Police Department and have the appropriate vehicle parking permit properly displayed.
1.2.5 A parking permit does not guarantee a parking space, but rather an opportunity to park within a specified area or areas. The number of motor vehicles registered may exceed the number of available campus parking spaces. Since spaces in prime parking areas tend to fill first, the motor vehicle operator may have to choose space in a less convenient location.
1.2.6 FE and SC classifications are in force from 3:00 A.M. through 5:00 P.M. Monday through Friday. Unless otherwise designated, all S-1, S-2, S-3, S-4, SM, MC, and D classifications are in force at all times. X (reserved) classifications are in force from 6:00 A.M. to 5:00 P.M. with the exception of X parking places in residence hall lots which are enforced 24 hours a day. H (handicapped parking stalls) are also enforced at all times. Note: S parking in residence hall areas will not be enforced until the first Friday following registration.

1.3 Definitions

1.3.1 Motor or Motorized Vehicles. Every motorized device in, upon, or by which any person or property is, or may be transported, or drawn upon any University controlled street.
1.3.2 Visitors. Invited and uninvited guests of the University, its departments, or members of its community.
1.3.3 Owner/Operator. The person (or legal entity) in whose name a motor vehicle is registered, or in whose name a permit is registered with the University; or in the case in which a motor vehicle is not registered with the University, the person (or legal entity) named as the registered owner under Federal or State Law.
1.3.4 University Police Department office is charged with the enforcement of traffic regulations on University owned or leased properties. The University Safety and Security office is located in the FRMC building on Medary Ave. and Harvey Dunn, and is open 24 hours per day. Telephone 688- 5117, or 111 for emergencies.
1.3.5 Parked Vehicle. A motor vehicle which is stationary, except when progress is temporarily impeded by the other traffic or signage. Vehicles stopped or standing, other than when so temporarily impeded, shall be considered parked.

1.4 Authority

These regulations are formulated by South Dakota State University under policy guidelines recommended by the Parking and Traffic Committee as liaison to the President of South Dakota State University and the South Dakota Board of Regents and are in general consonance with policy guidelines set forth by these bodies.

2. VEHICLE REGISTRATION

2.1 General Information

2.1.1 These regulations shall apply and be enforced on all University owned, leased, and supervised property and streets.
2.1.2 Mopeds are not required to have a parking permit. For safety reasons, mopeds will not be driven on the sidewalks. Mopeds may be parked in the bike racks located throughout the campus. Mopeds are required to observe the rules of the road.
2.1.3 All students, faculty, career service employees, and other persons who maintain a headquarters on the campus, and who operate one or more motor vehicles in areas under the control of the University must:
2.1.3.1 Obtain a parking permit and must register their vehicle(s) with the University Police Department.
2.1.3.2 Properly affix the vehicle identification marker to vehicles and motorcycles as instructed on the permit after removing all expired parking permits.
2.1.3.3 Properly display hanging permits from the rear view mirror of the vehicle.
2.1.4 Vehicles must be registered each year. A registrant does not acquire the status of a visitor during vacation and between semesters.

2.2 Registration Procedure

2.2.1 Faculty and Employee Registration - Faculty and other employees register vehicles through the University Police Department – FRMC Building.
2.2.2 Student Vehicle Registration - At registration, every student who operates a motor vehicle on campus must complete a Vehicle Registration Card and turn it in at the Vehicle Registration Desk. The permit must be displayed by the first Friday after registration. (A late registrant must return the card to the University Police Department.) Each student with a motor vehicle, which is to be operated in the University area, will be issued a vehicle identification marker.
2.2.3 The price of vehicle identification markers will be reduced as appropriate at the beginning of each Fall & Spring Semester.
2.2.4 Any student, employee or faculty member who leaves the University may return their parking permit to the Police Department to receive a prorated refund.
2.2.5 All parking permits shall be purchased at prices as set forth in section 3.3 of these regulations.

2.3 Change in Classification and Lost or Stolen Permits

2.3.1 If an individual’s classification changes as it pertains to these rules and regulations, his/her vehicle must be-registered immediately with the University Police Department. The old parking permit shall be removed from the vehicle and turned in to University Police Department, and the appropriate new permit obtained and installed in accordance with these regulations. A refund for the old permit may be applied for.
2.3.2 Permanently attached parking permits are not transferable. If a motor vehicle is sold or transferred, the permit for that vehicle or its remnants must be returned to University Police Department before a replacement permit will be issued. Liability for fines remains with the original registrant until the decal is returned to University Police Department.
2.3.3 Hanging permits are transferable from one vehicle to another regardless of ownership. Tickets and resulting fines are assessed against the owner of the University parking permit.
2.3.4 Lost or stolen parking permits are the responsibility of the registered owner and should be reported to the University Police Department immediately. Since stolen permits may still be used in the parking system, replacement permits will not be issued. Owners/operators needing to replace a lost or stolen parking permit will be issued a two-week temporary permit. If the lost or stolen permit is not located within the two weeks, the owner shall be required to purchase a new permit in rules and regulations. In case of fire, motor vehicle accident or similar occurrences (excluding theft or loss), the parking permit may be replaced free of charge upon presentation of a police report documenting the loss. PROTECT YOUR PERMIT AND OTHER VALUABLES; LOCK YOUR CAR!!

2.4 Restricted Parking Area Time Schedule

2.4.1 Unless otherwise designated, FE and SC Classifications are in force from 3:00 A.M. through 5:00 P.M. Monday through Friday.
2.4.2 Unless otherwise designated all S-1, S-2, S-3, S-4, SM, MC, D, X (X in force from 6 A.M. to 6 P.M. with the exception of X spots located in the residence hall lots which are enforced 24 hours a day), Residence Hall Director (RHD), Coordinator of Residential Life (CRL) and H Classifications are in force at all times.
2.4.3 No parking is permitted from 2:00 A.M. to 5:00 A.M. in several areas. Parking lots affected are marked at the entrance to the parking lot.
2.4.4 Vehicles parked in the central campus area in FE, SC, or All Classes Lots between the hours of 5:00 P.M. and 3:00 A.M. are not required to have a parking permit unless the designation includes the wording “at all times”, which shall cause the lot designation to be in effect 24 hours per day.

2.5 Falsification and Misuse

2.5.1 Falsification or misrepresentation of information in the application for a parking permit or in the appeal of a violation shall subject the offender to revocation of driving and parking privileges on all University owned, leased, and supervised property and streets.
2.5.2 Any person who obtains or attempts to obtain a vehicle parking permit with intent to defraud shall be subject to revocation of driving and parking privileges on all University owned, leased and supervised property and streets.

3.CLASSIFICATION OF VEHICLE IDENTIFICATION MARKERS, PERMITS AND FEES

3.1 Types of Vehicle Parking Permits Issued:

S-1: To be issued to students who reside in Binnewies and Young Halls. Vehicles bearing an S-1 permit may park in lots designated for S-1 parking or All Classes parking areas only.


S-2: To be issued to students who reside in Pierson, Brown, and Mathews Halls. Vehicles bearing an S-2 permit may park in lots designated for S-2 parking or All Classes parking areas only.

S-3: To be issued to students who reside in Hansen, Wecota, Wecota Annex, and Waneta. Vehicles bearing an S-3 permit may park in lots designated for S-3 parking or All Classes parking areas only.

S-4: To be issued to students who reside in Berg & Bailey Halls. Vehicles bearing an S-4 permit may park in lots designated for S-4 parking or All Classes parking areas only.

SC: To be issued to students who do not reside in on-campus University Housing. Vehicles bearing an SC permit may park in lots designated for SC parking or All Classes parking areas only.

SM: To be issued to students who reside in on-campus University Married Student Housing. Vehicles bearing an SM permit may park in lots designated SM or All Classes parking only. A vehicle bearing an SM permit may also bear an FE, SS or SC permit providing that the qualifications for both permits are met and each is purchased in accordance with these regulations and both are properly displayed.

FE: To be issued to all faculty and employees. Vehicles bearing an FE permit may park in lots designated FE or All Classes parking areas only.

D: To be issued to the President, Vice Presidents for Academic Affairs and Administration, Deans and Directors who report directly to the President or one of the Vice Presidents, and Coordinators of Residential Life and Residence Hall Directors. Vehicles bearing a “D” parking permit may park in the specific reserved space provided, or in any designated FE parking area or All Classes parking areas.

H: To be issued to permanently handicapped staff and students in need of reserved parking. In order to purchase an “H” permit an individual must already have registered the vehicle with the County Treasurer and State DMV and Possess a “Handicapped” Placard. Vehicles bearing an “H” permit may be parked in any legal parking area to include designated S-1, S-2, S-3, S-4, SC, FE, or H parking stalls.

SS: This permit will be issued to individuals attending only summer school. This permit is valid only during the summer school session for which it was purchased. Vehicles bearing an SS marker may park in areas designated SC, S-1, S-2, S-3, S-4, or All Classes only.

AC: All classes with a parking permit except for Remote and X permits.

MC : To be issued to the operator of a motorcycle. Motorcycles bearing this permit may park only in the designated MC parking spots located throughout the campus and around residence halls. These parking areas are not available during winter months.

GK: An application for the Gold Key permit must be completed at the University Police Department.
a. May be issued to individuals who have provided a service to the University and have retired from the University.
b. May be issued to members of the Campanile Society or Distinguished University and have retired from the University Benefactors.
c. May be issued to individuals who have made noteworthy contribution to the Society.
d. Must be recommended or approved by a Director, Dean, Vice President, or President of SDSU.

R: To be issued to any student, employee, or faculty. Vehicles bearing an “R” permit may park only in the parking lot designated for Remote Parking.

X: To be issued, to any Faculty, staff or student who has purchased an X permit. Persons with an X permit may only park in the specific space reserved for them. If a vehicle is parked in your reserved stall, call the University Police and they will direct you where to park until your stall has been cleared.

3.2 Temporary Permits

3.2.1 Any individual who is being paid to work on the campus as an employee of SDSU on a temporary basis must purchase a temporary parking permit in order to park on campus. Temporary parking permits are issued by classification as described in Section 3 of these rules and regulations.
3.2.2 Anyone having a registered vehicle who plans to operate a substitute vehicle in the University area may do so provided they obtain a temporary parking permit prior to parking the vehicle in any campus parking area. The total length of time for temporary permits given during the June - May time period is not to exceed twenty (20) days. Permits are available at the University Police Department office. Hanging tags are transferable, no temporary tag is needed if permit has been transferred.
3.2.3 Students, Faculty, and Employees who have a substitute vehicle on campus longer than 20 days need to purchase a temporary parking permit.
3.2.4 A temporary Handicapped permit will be issued upon demonstration of need and/or statement from a practitioner of medicine for a period up to 30 days. If additional time is needed, the permit may be renewed. Vehicles may park in any legal parking area to include S-1, S-2, S-3, S-4, SC, FE or H stalls.

4. VIOLATIONS AND FEES

4.1 Areas of Violation:

4.1.1 The motor vehicle laws of the State of South Dakota, common sense, and driving courtesy shall be adhered to by all those who operate a vehicle or bicycle on University owned, leased, and supervised property and streets.
4.1.2 It is the responsibility of the motor vehicle operator to legally operate or park the motor vehicle. Lack of a parking space is not considered a valid excuse for parking illegally.

4.2 Multiple Tickets —

The issuance of a ticket for a violation does not preclude the issuance of additional tickets for the same or similar violations on the same days or subsequent days.

4.3 Determination of Violation Fees —

University traffic violation fees are established by the Parking and Traffic Committee.

4.4 Parking Violations Parking or traffic signs need not be displayed for a citation to be issued.

4.4.1 No Parking Violations. The following actions constitute a No Parking Violation and shall be accompanied by a Traffic Violation Fee as listed below. Vehicles parked in the following manner may be towed at owners expense:
4.4.1.1 Parked in a No Parking area. $20.00
4.4.1.2 Obstructing (partially or wholly) any crosswalk or sidewalk. $20.00
4.4.1.3 Within 15 feet of a fire hydrant or parked in a fire lane. $30.00
4.4.1.4 In any loading zone, except when loading or unloading the vehicle. $20.00
4.4.1.5 In front of a movable barricade. $20.00
4.4.1.6 Double parked. $20.00
4.4.1.7 Parallel or diagonally parked in the wrong direction (i.e.. the wrong side of the street). $20.00
4.4.1.8 Backed into a stall on a street. $20.00
4.4.1.9 Improper Parking outside a marked stall (taking up two parking places, parked across boundary lines, etc). $20.00
4.4.1.10 Obstructing Traffic/Outside of a marked parking boundary. $20.00
4.4.1.11 In any lot which has been declared as an emergency snow removal lot. $ 10.00

4.4.2.4 Improper Permit Violation - Parking in a designated area without corresponding vehicle identification permit. The fine for this violation is $20.00

4.4.3 No Permit Violation - Any vehicle parked on campus by an employee or student or for the benefit of an employee or student must be registered and have an appropriate permit(s) properly displayed. Parking on campus without a proper permit by faculty, students or staff carries a fine of $20.00.
4.4.4 Overtime Parking - Exceeding the limit for parking in an area designated with a maximum time limit (i.e. parked 60 minutes in a 30 minute parking zone) will result in a $10.00 fine.
4.4.5 Handicapped Stalls - To facilitate handicapped faculty, staff, students, and visitors, SDSU has installed numerous handicapped parking stalls. Any unauthorized vehicle not displaying an “H” permit will be ticketed. The fine for this violation is $100.00.
4.4.6. Parking in a designated “Reserved” parking stall-The fine for this violation will be $50.00. Along with this violation, the vehicle may also be towed at the vehicle owners expense in order to free the space occupied by the unauthorized vehicle (see 4.4.9).
4.4.7 Improper Display - Failure to display permits according to directions displayed either on the back of the decal or along with the hanging tag permits will result in a $10.00 fine.
4.4.8 Unauthorized Parking - Allowing a vehicle to be in any area other than sanctioned streets or parking lots. Fine for this violation is $30.00.
4.4.9 Towing: If a motor vehicle owner/operator is in violation as described herein, and his/her vehicle is towed, all costs associated with the fine, towing and storage shall be the responsibility of the vehicle owner/operator and the fine(s) shall be paid at the University Police Department office prior to the release of the vehicle. The tow bill shall be paid to the towing service.
4.4.9.1. Operators of motor vehicles with outstanding fines of $50.00 or more will have their vehicle towed and impounded at the owner/operators expense. The vehicle will not be released until the owner/operator pays all delinquent fines and the tow bill.

4.4.9.2 Extended Holiday Parking -
To facilitate cleanup and snow removal of parking lots during extended holidays, i.e., Thanksgiving, Christmas, Spring Break, (holidays extending four (4) or more days), all vehicles left on campus during these periods, must be parked in the parking lot northeast of the Health, Physical Education and Recreation Building. Vehicles in any other area during these times may be ticketed and towed.

4.5 Moving Violations:

The following violations will be accompanied by a violation fee and in cases of repeated or flagrant abuse, the operator is subject to revocation of driving and parking privileges on all the University owned, leased and supervised property and streets. It is at the discretion of the arresting officer to issue a University Ticket or a State or City Uniform Citation. The fees indicated herein are for University tickets only. The fine schedule of the court in effect at the time of the violation shall be used for state and city uniform citations.

4.5.1 Speeding over the posted speed limit or the University limit of 25 MPH unless otherwise posted. The fee for this violation is $3.00 for every mile per hour over the posted speed limit with a minimum fee of $24.00.
4.5.2 Exhibition Driving - Any person who drives a vehicle on University owned, leased, and supervised property and streets in such a manner that creates, or causes unnecessary engine noise, tire squealing, or skidding or sliding as a result of rapid acceleration or stopping, or that simulates a temporary race, or that causes the vehicle to unnecessarily turn abruptly or sway, shall be guilty of the misdemeanor of exhibition driving. The fee for this violation is $60.00.
4.5.3 Careless Driving - Any person who drives a vehicle carelessly and without due caution, at a speed or in a manner so as to endanger any person or property, not amounting to reckless driving on University owned, leased and supervised property and streets shall be guilty of the misdemeanor of careless driving. The fee for this violation is $90.00.
4.5.4 Reckless Driving - Any person who drives a vehicle carelessly and heedlessly in disregard of the rights or safety of others, or without due caution and circumspection, and at a speed or in a manner so as to endanger or be likely to endanger any person or property, shall be guilty of the misdemeanor of reckless driving. The fee for this violation is $120.00.
4.5.5 Other Moving Violations - Affronts to the University Driving Code or violations of state traffic laws or city traffic ordinances not specifically mentioned above fall into the category of Other Moving Violations. Specific examples include, but are not limited to driving through a barricade, or driving on grass or sidewalks. Fine for this general violation is $24.00 or as prescribed by the appropriate court.
4.5.6 Stop Sign Violation - All vehicles are required to come to a complete stop at all stop signs. Failure to do so may result in a citation. The fine for this violation is $50.00.

5. PAYMENT OF VIOLATION FEES AND APPEALS

5.1 Payments of Violation Fees For a University Ticket

5.1.1 All payments of fines shall be made within 96 hours after the date of issuance for each violation, excluding Saturdays, Sundays, and school holidays. Payment of fines and/or submissions of appeals may be made at the University Police Department.
5.1.2 Failure to pay a violation fee or submit an appeal within 96 hours after the date of issuance excluding Saturdays, Sundays, and school holidays will result in action as defined in 5.3.
5.1.3 Unless an appeal is initiated, a $3.00 late fee will be added to each citation 96 hours after issuance, excluding Saturdays, Sundays, and school holidays.
5.1.4 If payment for a citation is not received within five (5) school days after the last day of registration a processing fee of $5.00 will be added to each citation and the fine will be collected through the university’s accounting system as described in paragraph 4.3. For students, this fee, along with the cost of the citation and late fee, will appear on the students final fee payment slip. The $5.00 fine will be added to employees unpaid violation fees for collection as prescribed in Paragraph 5.3.1.3.

5.2 Appeals

5.2.1 Individuals who feel that an injustice has been committed by the issuance of a citation may appeal their violation. Appeals must state concisely, but fully, the grounds on which the appeal is based.
5.2.2 An appeal must be submitted within 96 hours, excluding Saturdays, Sundays, and school holidays after the issuance of the citation for the appeal to be considered valid.
5.2.3 Individuals who appeal citations may appear personally before the Appeals Committee. Each appellant shall be given two dates on which to appear before the Appeals Committee. If appellant can not appear at either date, the Appeals Committee will accept a written appeal delivered to the University Police Department that will be forwarded to the Appeals Committee on the scheduled appeal dates for committee consideration. If the appellant does not appear personally or submit a written appeal before the Appeals Committee at one of the assigned dates, the appeal shall automatically be denied and the appellant shall be so notified and be required to pay the fine for the citation. The appellant shall not be given any other recourse.
5.2.4 If the appellant wishes to contest the decision of the Appeals Committee, a second appeal may be arranged with the full sub-committee hearing the appeal. The decision of the full sub-committee is final.
5.2.5 A violation fee which has been appealed and denied by the Appeals Committee must be paid within 7 working days of denial, excluding Saturdays, Sundays and school holidays. There is an additional $10.00 processing fee on all denied appeals due at the same time.

5.3 Collection of Violation Fees

5.3.1 Failure to pay required fees after written notice will result in the following action:
5.3.1.1 Transcripts on students shall not be released until all required violation fees are paid in full.
5.3.1.2 Any unpaid student violation fees at the end of the current semester will be added to the students final fee payment for the following semester. An additional fine of $5 per ticket will be assessed if the fines are not paid within 5 school days after the last day of registration.
5.3.1.3 Failure of any employee to pay violation fees in the prescribed time period is an infraction of SDSU administrative rules. In the case of terminating personnel (voluntary or involuntary, including retirement), the deduction will be taken from the last paycheck.

6. MISCELLANEOUS

6.1 Multiple Ownerships

6.1.1 In case of multiple ownership and operation, a vehicle identification marker will be issued in the name of one individual only, and he/she shall be responsible for the motor vehicle. That individual shall be the one with University affiliation as an employee or student.
6.1.2 Ownership Liability.
The person in whose name the vehicle is registered, or if the vehicle is not properly registered, the person who has legal possession of the vehicle shall be held liable for all violations attached to the vehicle and is subject to any and all fees or disciplinary action resulting from the violation.
6.1.3 An employee or student who acquires a motor vehicle after the regular University registration period shall register his/her vehicle at the University Police Department.
6.1.4 Faculty and employees may not purchase FE, or D markers for vehicles used primarily by their student spouses or children.
6.1.5 Pedestrians shall at all times have the right of way on all University owned, leased and supervised property and streets.

6.2 Storage of a vehicle will not be permitted on University Property
Any vehicle apparently abandoned for more than three (7) days will be considered to be in dead storage. Such vehicles may be towed away at the owner’s expense as described in paragraph 4.4.9.


THE PARKING AND TRAFFIC COMMITTEE

7.1 Membership and Quorum

7.1.1 The Committee shall consist of three (3) faculty members selected by the Committee or Committees and appointed by the President, two (2) Career Service employees selected by the Committee or Committees and approved by the President, two (2) administrative personnel appointed by the President, and five (5) students appointed by the Student Senate. Seven members shall constitute a quorum. All actions of the committee shall be presented to the President alone shall have the final decision on all recommendations.

7.2 Objectives:

7.2.1 To provide maximum parking area in the best interest of the University, consistent with the natural beauties of the campus.
7.2.2 To allocate equitable parking to those in need of convenient transportation among faculty, employees, and students.
7.2.3 To maintain lawful traffic movement with a minimum amount of disturbance and proper protection for pedestrians.
7.2.4 To ensure access for emergency vehicles.

7.3 Duties

7.3.1 Designate parking areas, establish parking and traffic rules, penalties, and fees.
7.3.2 The Committee, or sub-committee, thereof, shall review and rule on all appeals and shall determine additional penalties to be imposed in cases of repeated or flagrant violations.
7.3.3 Duly authorized representatives of the Committee shall enforce the regulations and collect the fees.
7.3.4 Recommend fees shall be as established and described herein.

7.4 Amendments:

An amendment to the current Parking and Traffic Regulations shall be considered in force after being published in the SDSU Collegian or University “Update” or “Today.”

7.5 Trailer Parking: If cargo trailers are brought on campus they are to be parked in the remote parking lot and they are required to have a parking permit.
